Holden Town Board Meeting
November 10, 1999
Started- 7:10 p.m.
Present: Mayor Brent Bennett, Kent Davis, Don Dastrup, Matt Zeigler.
Visitors: Chris Monsen, Johnny Monsen, Jeff Moody, Cade Hunter, Susan Moody, Seth Stevens, Webb Whatcott, Harvey Gates, David Johnson, Alison Johnson
The Minutes of the previous meeting were read: Motion to accept the Minutes was made by Don Dastrup seconded by Matt Zeigler. Voting was unanimous.
The bills were read: Motion to pay bills was made by Don Dastrup seconded by Kent Davis. Voting was unanimous.
1)
Mayor Bennett presented Council with the pamphlet from Sunrise Engineering-the Water System Analysis Report.
2)
The Scouts were here to observe for a merit badge.
3)
Matt Zeigler asked if we can start the Restroom/Concession Building yet? Mayor Bennett said yes go ahead. Matt presented the plans for the building. Council signed the lease agreement with the LDS Church for leasing Ball Diamonds and Pavilion area.
4)
Christmas Lighting contest was discussed, Do the same as last year, except anyone who has won in the last 3 years can not compete. Ken Jackson to arrange for judges again this year.
To encourage residents to compete: Motion to 1/2 the power costs for December was made by Kent Davis seconded by Matt Zeigler. Voting was unanimous.
Kent Davis said Flowell Electric needs to be contacted about putting uo Christmas Decorations for the Town.

Kent said he went around Town with Flowell Electric to look at areas of concern-Bly Nixon needs an upgrade and also the house Darren Fox is renting has some very low wires. Checking with owner to see if they will take care of the problem. Kent will get an estimate from Flowell Electric.

Kent said need to go to Count Commissioners meeting on Monday, to ask about getting gravel put on sides of roads that are a concern.
7)
Davies have dogs back, the dogs have been roaming again- dogs need to be picked up and held until we get the Court Report.

Mayor presented building permit application from Richard Christensen. Motion to approve application was made by Matt Zeigler seconded by Kent Davis. Voting was unanimous.
9)
Bids for Backhoe were opened- Ron Pace bid $5,850.50, Sherril Tolbert bid $10,556.00. Motion to accept Tolberts bid was made by Kent Davis seconded by Don Dastrup. Voting was unanimous.
10)
New Years Eve Party was discussed-Finger foods will be served at the Church ordering for 400. Dance will be held at the fire Station. Anthony Wright will be the DJ for the dance. Susan Moody suggested having a photographer take pictures with a backdrop of year 2000. Susan will check with Darren Dearden.
11)
Harvey Gates was here to ask the Town how they felt about his replacing fence (property he purchased from Grant Stevens) and putting back where it is now on Town property with the condition that if Town ever wants the right of way for the road the fence will be moved. Agreement needs to be attached to title so future owners are aware.
12)
David Johnson was here to ask if the Town would put a dormant fee on water for the station, to lower costs while it is not in operation, other than key locks. Council agreed since it is a service to Town residents.
13)
Alison Johnson said the Auditors are finished, they did not find one thing to write us up about.
14)
Council discussed a Council/Employee Christmas Party.
Alison will make reservations with the Caters in Fillmore.
Party to be held Dec. 3.
Motion to dismiss the meeting was made by Kent Davis seconded by Matt Zeigler.
